It is a problem that is being seen very frequently these days and the cause is in the antivirus. It affects not only AVAST, but also ESET, AVG and some others that are around.
A) The solution is Disable QUIC/HTTP3 scanning in your Antivirus settings.
B) Another solution is to disable the experimental QUIC protocol in the Google Chrome browser.
1. Open Google Chrome. In the URL field, enter the following command:
"chrome://flags"
2. Type "quic" into the Search flags field to filter the list of brands. Select Disabled from the drop-down menu next to Experimental QUIC protocol.
3. Restart Google Chrome for the changes to take effect.
